Featured Clinic Fit Out Projects in Dubai

The portfolio above shows completed Halo healthcare work. Facility names, floor areas and licence details are not published without written permission, so the project notes below describe the clinic fit out problems each project type resolves rather than inventing addresses or patient numbers.

01

Shell Unit to Licensing Inspection

Challenge: A new tenancy handed over as a bare unit, with a lease running and a facility licence still inactive. Halo approach: Draw the room schedule against the licensed scope of services first, get the layout into review early, then sequence partitions, medical MEP, sealed finishes and joinery so the built clinic matches the approved drawings at inspection.

02

Dental Practice Adding Operatories

Challenge: Extending a working practice into adjoining space without disrupting the appointment book. Halo approach: Set the chair services out to the manufacturer’s template before finishes close, contain dust behind sealed hoarding, and move the noisy first-fix work into the window after the last patient.

03

Front-of-House & Consultation Refresh

Challenge: A clinic whose reception and waiting area no longer matched the standard of care behind the doors, with finishes that had stopped cleaning well. Halo approach: Rebuild the reception counter and nurse station in our own workshop in seamless sealed finishes, and relay flooring with coved skirtings throughout the clinical areas.

Turnkey Clinic Fit Out Services in Dubai

Halo works as a single clinic fit out company across healthcare interior design, construction and medical MEP, coordinating the complete scope rather than supplying disconnected trades. Take the full turnkey package or the specialist scope your facility actually needs — every service is delivered against the same approved drawings, programme and project manager.

Clinic Interior Design & Space Planning

Clinic interior design starts from the scope of services on your licence application, not from a mood board. How many consultation rooms the specialty needs, where the clean and dirty flows cross, how a patient moves from entrance to reception to waiting to treatment without meeting clinical waste on the way, and whether the unit can actually carry the room areas the regulator expects. Halo develops the layout against the real premises first, then takes it through finishes, lighting and brand direction with 2D drawings and 3D visualisation where the scope includes it.

  • Zoning, patient flow and staff circulation
  • Room schedule tested against the licensed scope of services

DHA Layout Approval & Authority Submissions

The approval order on a Dubai clinic is not the same as on an office, and getting it backwards is the most expensive mistake in this sector. Layout approval through the DHA Sheryan portal comes first and produces an inactive facility licence; that licence is what the Dubai Municipality building permit application is built on. Civil Defence approval is required before construction starts rather than after it finishes. Halo prepares the architectural and MEP drawing sets, coordinates the revisions the reviewer asks for, and holds the whole sequence on one programme.

Consultation & Treatment Rooms

Consultation rooms are where the regulator’s room data sheets bite. A general consultation room is normally expected around 12 to 15 sqm with its own dedicated handwash basin — a shared basin out in the corridor does not satisfy the requirement, and it is a common reason a layout comes back for revision. Halo builds the rooms to the approved drawing: basin position and drainage, examination lighting, the acoustic separation that makes a consultation private, and joinery that leaves the floor clear so the room can actually be cleaned.

  • Acoustic privacy between adjoining rooms

Dental Clinic Design & Operatories

Dental clinic design is a services problem before it is an aesthetic one. Each operatory needs roughly 10 to 12 sqm of clear floor around the chair, with the chair utilities — suction, compressed air, water, drainage, power and data — brought to the exact position the chair manufacturer specifies, under the slab or in the wall, before the finishes close. Add the compressor and vacuum plant room, the sterilisation area and the X-ray provision, and a dental unit carries more coordination per square metre than almost any other clinic type.

  • Chair utilities set out to the manufacturer’s template
  • Compressor and vacuum plant, CSSD and X-ray provision
Clinic sterilisation room with a one-way dirty-to-clean bench run, stainless sink and autoclave

Sterilisation, CSSD & Clinical Waste

The sterilisation room is the room most often drawn as a cupboard and rejected as a cupboard. It has to run a unidirectional dirty-to-clean workflow — receiving, cleaning, packing, autoclave, sterile storage — in one direction with no crossover, and it needs its own extract, its own drainage and a bench layout that physically prevents the flows from meeting. Clinical waste storage is a separate, named requirement with its own route out of the facility that does not cross patient circulation.

  • Unidirectional dirty-to-clean CSSD bench layout
  • Dedicated extract, drainage and clinical waste route

Medical MEP, HVAC & Medical Gas

A clinic is not an office with a different sign on the door. Healthcare HVAC is designed around air-change rates and pressure regimes per room type — ASHRAE 170 is the standard normally referenced — so that a treatment room, a sterilisation room and a waiting area do not simply share one loop. Medical gas, where the scope includes it, is installed and certified to NFPA-99. Add isolated and clean electrical circuits for diagnostic equipment, and dedicated extract for the wet and clinical waste areas. Halo’s own MEP engineers resolve all of it against the approved layout rather than after the ceiling is closed.

  • Air-change rates and room pressure regimes by room type
  • Medical gas, isolated circuits and equipment power
Digital X-ray room with a ceiling-mounted radiography system, lead-lined door and shielded control-room viewing panel

Imaging, X-Ray Rooms & Radiation Shielding

An imaging room changes the build. Lead-lined partitions and doors, shielded viewing panels, the control position, floor loading for the machine and the manufacturer’s installation template all have to be resolved before the partitions go up, because none of it can be retrofitted without demolition. Where the scope includes radiology, the shielding specification is coordinated with your physicist’s report and the equipment supplier rather than assumed from a standard detail.

  • Lead-lined partitions, doors and viewing panels
  • Equipment loading, templates and control-position layout

Infection-Control Finishes

Infection control is written into the finishes schedule, not bolted on at the end. Sealed, wipeable flooring carried up into a coved skirting at the wall junction — coved, not an angle bead, which is the detail most commonly rejected on inspection — flush ceiling systems that survive hospital-grade cleaning agents, sealed joints, antimicrobial surfaces where they are specified, and door and wall protection at the heights a trolley actually hits. Halo details these at drawing stage so the finish that gets built is the finish that gets approved.

  • Coved skirtings, sealed joints and wipeable flooring
  • Flush ceilings compatible with clinical cleaning agents

Reception, Waiting & Clinic Joinery

Halo’s own joinery factory produces reception and check-in counters, nurse stations, consultation-room casework, clinical storage, pharmacy display and waiting-area seating joinery. In a clinic these carry a clinical requirement as well as a brand one: solid-surface tops with no open seams, closed and sealed carcasses, a counter height that works seated and standing, and a screened position for the conversation a patient does not want the waiting room to hear.

  • Seamless solid-surface counters and nurse stations
  • Sealed clinical casework and screened check-in

One Clinic Fit Out Company for Design, Approvals & Handover

Most Dubai clinic projects fail at the joins, and on a healthcare project the joins are regulatory. A designer draws a layout nobody checked against the room data sheets. A fit-out contractor prices ventilation as if the unit were an office. The permit application is made before the layout approval that has to precede it. Splitting a clinic fit out across separate companies creates gaps at exactly the interfaces that decide whether you pass inspection.

Halo delivers clinic interior design, fit-out, medical MEP, joinery and the authority submissions as one turnkey scope under one project manager.

Discuss Your Clinic Project

Design and clinical space planning

Brief, scope of services, room schedule, patient and staff flow, finishes and visualisation are developed as one clinic interior design package.

Construction and infection-control finishes

Strip-out, partitions, ceilings, sealed flooring, coved details, doors, protection and decoration are sequenced by a single site team.

Medical MEP and technical coordination

Air-change rates, pressure regimes, medical gas, isolated power, chair and equipment services and fire-safety interfaces are resolved against the approved layout.

Approvals, commissioning and licensing

DHA layout submission, the building permit, Civil Defence, inspections, commissioning and the pre-licensing inspection sit in the same programme.

Why Dubai Operators Choose Halo as Their Clinic Fit Out Contractor

Quotes from clinic fit out companies in Dubai rarely compare like for like, because each one draws the scope line in a different place — and on a healthcare project the difference is usually hiding in the MEP line and in who owns the drawing submissions. These are the five things worth testing on every contractor you shortlist, including this one.

One Accountable Turnkey Team

Design development, engineering, procurement, construction and handover are coordinated through one project structure, so you have a single point of accountability instead of a designer, a fit-out contractor, an MEP subcontractor and a licensing consultant pointing at each other while your lease runs.

We Build What Was Actually Approved

The pre-licensing inspection compares the built facility against the approved drawings. Every variation raised on site is checked against the approved layout before it is built, because a change that saves a week during construction can cost a month at inspection.

In-House Medical MEP & Joinery

Halo’s own MEP engineers and joinery factory sit inside the delivery team. That is what lets the air-change strategy be resolved against the room schedule instead of after it, and what keeps the nurse station, reception counter and clinical casework consistent.

Transparent Scope & Cost Control

Proposals are itemised against a defined scope with stated inclusions, programme milestones and documented variations. Changes do occur on healthcare projects — particularly after a drawing review — and what we commit to is that each one is priced and approved before it is built.

Handover Aligned to Licensing

Inspections, snagging, commissioning, final cleaning, handover documentation and aftercare are part of the delivery scope. The clinic is signed off as ready for the regulator’s inspection, not simply declared finished.

Our Clinic Fit Out Process

Consultation & Site Assessment

We review your licensed or intended scope of services, the premises, the target opening date, the building rules and whatever drawings, lease or fit-out guide you already hold.

Survey & Clinical Space Planning

Dimensions, ceiling voids, existing services, drainage positions, structural constraints and the room schedule your specialty requires are confirmed on site before any layout is drawn.

Design, Technical Coordination & BOQ

Layout, room data, finishes, HVAC and medical gas strategy and coordinated drawings are developed into a defined scope, programme and itemised proposal you can compare line by line.

DHA Layout & Authority Submissions

The drawing set goes to the health authority for layout approval, then to the building permit route that applies to your premises, with Civil Defence coordinated before construction begins.

Procurement & Fit-Out Execution

Trades, long-lead items, medical equipment delivery slots, site access, safety and progress reporting are coordinated through one clinic fit out programme.

Commissioning, Inspection & Handover

Services are tested and commissioned, defects rectified, the facility deep-cleaned, and the built clinic checked against the approved drawings ahead of the pre-licensing inspection.

Clinic Fit Out Cost in Dubai

Clinic fit out projects in Dubai generally fall within the ranges below. They are indicative market figures to help you plan, not a quotation — what your unit actually costs depends on the room schedule your licensed scope of services requires, the specialty, and whether the base-build services can carry a clinical air and drainage strategy at all.

Single-specialty clinic, 50 – 100 sqmFrom AED 300,000 to AED 700,000
Multi-room or dental clinic, 100 – 200 sqmFrom AED 600,000 to AED 1.5m
Polyclinic or specialist centreFrom AED 1.5m to AED 4m +
Fit-out rate, standard clinical roomsAED 150 – 300 per sq ft

Shell-and-core or full clinic fit-out

Normally included
Complete build from a bare or Category A unit — partitions, ceilings, sealed flooring and coved details, doors and protection, joinery, finishes and the MEP distribution that serves them, built to the approved layout.
Normally excluded
Landlord base-build works, medical equipment, IT and clinical software, and authority fees paid in your facility’s name.
What moves the cost
Floor area, how many consultation and treatment rooms the licensed scope requires, how much wet and sterilisation work is involved, and how much of the landlord’s installation is genuinely reusable.

Design, drawing sets and authority coordination

Normally included
Space planning, room schedule, coordinated architectural and MEP drawings for submission, revisions requested at review, and the running of the layout, permit and Civil Defence submissions.
Normally excluded
Government fees, third-party specialist reports such as a radiation physicist’s assessment, and licensing consultancy for the facility licence itself.
What moves the cost
Facility type and specialty, whether the premises are in DHA jurisdiction or a free zone, and how many review cycles the drawing set attracts.

Medical MEP and HVAC package

Normally included
Air-change rates and pressure regimes by room type, extract for sterilisation, wet and clinical waste areas, isolated and clean circuits, small power for diagnostic equipment, lighting and the fire-safety changes the layout triggers.
Normally excluded
Base-build plant replacement, landlord riser works, and active network or security hardware.
What moves the cost
Whether the existing plant can carry a clinical air strategy at all, the room mix, and whether medical gas is in scope.

Dental operatories and specialist rooms

Normally included
Chair services set out to the manufacturer’s template — suction, air, water, drainage, power and data — compressor and vacuum plant room, sterilisation bench layout, and X-ray provision.
Normally excluded
Dental chairs, imaging equipment and their manufacturer commissioning.
What moves the cost
Number of operatories, how far drainage and services have to move from where they currently sit, and whether the plant room has an acceptable position and acoustic separation.

Imaging rooms and radiation shielding

Normally included
Lead-lined partitions, doors and viewing panels, control-position layout, and the structural and floor-loading provisions the equipment requires.
Normally excluded
Imaging equipment, the physicist’s shielding report, and any regulatory fee attached to it.
What moves the cost
Modality and machine weight, the shielding thickness the report specifies, and the occupancy of the spaces on the other side of every wall, floor and ceiling.

Reception, waiting and clinic joinery

Normally included
Reception and check-in counters, nurse stations, consultation-room casework, clinical and pharmacy storage and waiting-area joinery produced in our own workshop, in seamless sealed finishes.
Normally excluded
Loose furniture, seating procured under a separate supply package, and appliances.
What moves the cost
Counter run and finish specification, how much sealed clinical casework each room carries, and the level of brand detailing in the front of house.
  • Every figure above is an indicative market range, not a quotation. Your number comes from a scope priced against your premises, your licensed scope of services and your equipment schedule.
  • Ranges are stated exclusive of VAT, which is applied at the prevailing UAE rate.
  • Government and authority fees — the facility licence, the building permit and Civil Defence — are payable in your facility’s name and sit outside the construction cost.
  • Medical equipment, dental chairs, imaging machines, IT and clinical software are normally quoted as separate packages so they can be procured on your own terms.
  • A site assessment is required before we issue a price, because the drainage positions, the capacity of the existing HVAC and the room schedule your specialty requires are the largest unknowns on any clinic unit.

What Moves the Cost on Your Clinic

Clinic fit out cost in Dubai is driven by the room schedule your licensed scope of services requires, the specialty and its clinical intensity, whether the existing HVAC can carry room-by-room air changes, how far drainage has to move for every dedicated basin and chair, whether imaging and shielding are in scope, the level of clinical joinery, the approval route that applies, the working hours the building permits and the opening date you need to hit.

That is why the ranges above are a starting point rather than an answer. After the site assessment you receive an itemised proposal against a defined scope, so you can compare it line by line with any other clinic fit out company.

Floor area and room count

The licensed scope of services sets the room schedule, and the room schedule — not the square metres alone — sets most of the cost.

Specialty and clinical intensity

A general practice, a dental unit with four operatories and a day-surgery suite start from three very different technical baselines.

HVAC capacity and air strategy

Whether the base-build plant can carry room-by-room air changes and pressure regimes is usually the largest technical variable on a clinic.

Drainage and wet-area positions

Every dedicated handwash basin, sterilisation sink and dental chair needs drainage, and moving drainage is far more expensive than reusing it.

Imaging and shielding

Lead lining, floor loading and control-position layout add cost that cannot be retrofitted once the partitions are closed.

Approval route and review cycles

Jurisdiction, facility type and the number of drawing revisions a review attracts each carry their own cost and lead time.

How Long Does a Clinic Fit Out Take?

The phase ranges below are what we plan against on a Dubai clinic project. On most healthcare units the critical path is the approval sequence rather than the construction, because layout approval has to complete before the building permit application can be made at all. You receive a dated programme once the premises, the specialty and the approval route have been confirmed.

  1. Consultation and site survey
    1 week

Brief, scope of services, premises walkthrough, existing services and building rules.

  2. Design, coordination and BOQ
    2 – 5 weeks

Room schedule, layout, finishes, HVAC strategy and an itemised proposal.

  3. Health authority layout approval
    3 – 8 weeks

Drawing submission, reviewer comments, revisions and the inactive facility licence.

  4. Building permit and Civil Defence
    2 – 6 weeks

Municipality or free-zone permit built on the inactive licence, plus fire and life-safety approval before construction.

  5. Fit-out, MEP and joinery installation
    6 – 14 weeks

Strip-out, partitions, ceilings, medical MEP, sealed finishes, clinical joinery and equipment interfaces.

  6. Commissioning, inspection and handover
    2 – 4 weeks

Services commissioning, snagging, deep clean, documentation and readiness for the pre-licensing inspection.

Phases overlap. Design continues while the layout is under review, and procurement starts before site works finish — the sum of the ranges above is not the project duration.

Your Clinic Project Is Protected

Handing a contractor the keys to your unit with a lease running and a licence still inactive is a question of trust. These are the commitments that sit around the work itself.

Written scope before mobilisation

A line-by-line scope and costed proposal is signed before anyone accesses your unit. Variations are agreed and priced in writing, so nothing appears for the first time on the final account.

Milestone-based payments

Payments are staged against defined, inspected milestones rather than calendar dates, so you are never paying substantially ahead of the work that has actually been completed.

A named project manager

One person owns your clinic from the layout submission to the licensing inspection, coordinates every trade, equipment delivery slot and access permit, and is the number you call.

Submissions made as a licensed contractor

Halo submits as a licensed contractor, so the building, the free zone or the authority is dealing with documentation that meets their requirements the first time rather than being returned for format.

Built against the approved drawings

Structured quality inspections at each milestone, then commissioning and a complete snagging round, with the built facility checked against the approved layout before the regulator sees it.

Reachable after handover

The project team remains contactable for defects once the clinic is open. Halo has been working in Dubai since 1996 and is not difficult to find.

Renovating a Clinic Without Cancelling Appointments

Most clinic renovation work happens in a facility that is still seeing patients. These are the controls Halo evaluates for an operating clinic — the right combination follows the site assessment, the building rules, your appointment book and your own infection-control policy rather than a standard template.

Phased, Room-by-Room Delivery

The unit is divided into work zones so appointments keep running, and each area is handed back complete, cleaned and ready for clinical use.

Separated Patient & Contractor Routes

Separate contractor access, defined material routes and daily protection keep patients, staff and deliveries physically clear of the works.

Dust, Infection & Odour Control

Sealed hoarding, negative pressure and containment of dust-generating activity are matched to the building rules and the clinic’s own infection-control policy.

Out-of-Hours & Overnight Working

Where the building permits it, disruptive activity moves to the window between the last appointment and the morning list.

Equipment, IT & Isolation Coordination

Any isolation of power, water, medical gas, network or fire systems is planned with your practice manager before it happens, not discovered on the day.

Choose the path that reflects your premises today. The site assessment confirms the right technical, regulatory and commercial scope from there.

We engaged Halo Interiors for a turnkey renovation project at our property in Dubai Creek Harbour. Halo handled the entire project including design, procurement, permits, and execution of the works. Halo worked to a tight deadline and delivered a stunning design, which they then implemented to a very high standard. The quality of execution was head and shoulders above anything else I have seen in Dubai, with attention to every detail and very thorough quality control. As a client, I also felt that Halo were very honest in our dealings and this really made a difference. The pricing was also competitive and fully transparent. I cannot recommend Halo highly enough.

I am so thankful Jason and Zishan from Halo for their help to conduct a property inspection and support us in how to handle a renovation project that went terribly wrong. If I could do things over again, I would have consulted with Halo prior to our renovation project and would have asked for their guidance and project management support. There are a lot of shady contractors in Dubai apparently and these guys are the only honest people you can rely on. I would give them 6 stars if I could!

Clinic Fit Out & Interior Design Across Dubai

Halo delivers clinic interior design and fit out across Dubai — Dubai Healthcare City, DIFC, Dubai Science Park, JLT, Business Bay, Sheikh Zayed Road, Al Barsha, Deira, Jumeirah, Dubai Marina, JVC and Dubai Hills Estate among them. Each building brings its own fit-out guide, NOC process and access rules, and each jurisdiction brings its own permit route — DHCC, Trakhees, DDA and DIFC issue their own permits instead of Dubai Municipality — which is why both are confirmed for your specific premises rather than assumed from the district.

Halo works with healthcare operators, interior designers, consultants and contractors across Dubai, and has delivered projects for Dubai Properties, Jumeirah, Majid Al Futtaim, One&Only, Rotana, Sheraton and Siemens.

Why the Fit Out Decides a Dubai Clinic

A healthcare project is rarely only about how the clinic looks. On most units it is doing several commercial and regulatory jobs at once.

Open on the date you planned to open

Rent, salaries and marketing start before the first patient does. Most of the delay on a clinic is not construction — it is a drawing set that went to review incomplete.

Pass the inspection first time

The pre-licensing inspection compares what you built against what was approved. Coved skirtings, a dedicated basin and a sterilisation flow that runs one way are cheap at drawing stage and expensive afterwards.

Get more clinical capacity from the same unit

Rent is fixed per square foot, so the return comes from the room schedule — right-sizing waiting, converting dead circulation into a consultation room, and moving storage into fitted casework.

Make the space work for every patient

Corridor widths that let a wheelchair pass, accessible WCs, clear wayfinding and step-free routes are a requirement in healthcare occupancies, and they are also what a patient notices first.

Keep consultations private

Acoustic separation between consultation rooms, and a check-in position that is screened from the waiting seats, are what stop a patient hearing the previous appointment.

Bring the premises up to clinical standard

Ageing distribution, HVAC that was sized for an office and fire arrangements that predate the current layout are resolved while the ceilings are open rather than after an inspection.

Clinic Fit Out Approvals and DHA Compliance in Dubai

Approval requirements vary by landlord, building, jurisdiction, facility type and scope of services, and they are sequential — each stage depends on the one before it. Halo identifies the route that applies to your premises before the programme is confirmed. The stages below describe how a Dubai clinic approval normally runs; they are not a substitute for the current published requirements, which the authority can and does revise.

Building NOC and health authority layout approval

A No Objection Certificate from the landlord or building management comes first, then the architectural layout goes to the health authority — in Dubai, through the Sheryan portal — showing reception, waiting, consultation, treatment where applicable, sterilisation and clinical waste storage.

Related Halo capability

Authority approvals and project management

Inactive facility licence, then the building permit

Layout approval produces an inactive facility licence, and that licence is the prerequisite for the Dubai Municipality building permit — or the free-zone authority’s permit where the premises sit in DHCC, Trakhees, DDA or DIFC. The order is not interchangeable.

Related Halo capability

Municipality and free-zone submissions coordinated with interior fit-out

Civil Defence before construction, not after

Fire drawings covering sprinklers, detection, emergency lighting, exit signage, fire doors and compartmentation are approved before work starts. Healthcare occupancies carry their own requirements, including voice evacuation rather than a standard alarm tone, and corridors that let a wheelchair or bed pass a pedestrian.

Related Halo capability

MEP & HVAC and gypsum works and partitions

Commissioning and the pre-licensing inspection

DEWA connection, services commissioning and staged inspections close out the build. The regulator then inspects the physical facility against the approved drawings, and the inactive licence converts to active only when the two match.

What to Check Before Hiring a Clinic Fit Out Company in Dubai

There are a lot of fit out contractors in Dubai and very few of them have taken a clinic through layout approval. These are the six questions worth asking every one of them — including us.

Have they taken a clinic through layout approval before?

A contractor who has only done offices will submit a drawing set that gets returned, and you will lose weeks per review cycle with the lease running.

Halo

Halo prepares the architectural and MEP drawing sets for the health authority submission and manages the revisions the reviewer asks for.

Do they know which approval comes first?

Health authority layout approval produces the inactive facility licence that the building permit application is built on. Applying in the wrong order means starting again.

Halo

The sequence — building NOC, layout approval, inactive licence, building permit, Civil Defence, construction, inspection — is held on one programme by one project manager.

Who designs the air strategy, room by room?

Healthcare HVAC is specified per room type against air-change rates and pressure regimes. An office loop serving a sterilisation room is a finding waiting to happen.

Halo

Halo’s own MEP engineers resolve the air strategy against the approved room schedule before trades overlap, referencing the standards that apply to your facility type.

Are the infection-control details drawn, or assumed?

Coved skirtings rather than angle bead, sealed joints and flush ceilings that survive clinical cleaning agents are inspection items. They are decided at drawing stage or they are rebuilt.

Halo

Infection-control details are drawn into the finishes package, so what is built is what was approved.

Who actually builds the reception and clinical casework?

Seamless solid-surface tops and sealed carcasses are a hygiene requirement, not a finish preference, and casework is the first thing most contractors subcontract.

Halo

Produced in our own Dubai workshop, so tolerances, sealed detailing and delivery dates stay with us.

Are payments tied to completed milestones?

Front-loaded payment schedules leave an operator exposed if the contractor stalls part-way through, with a lease running and no licence yet.

Halo

Payments are staged against defined, inspected milestones rather than calendar dates.

Clinic Fit Out Frequently Asked Questions

Straight answers to the questions Dubai healthcare operators ask before appointing a clinic fit out contractor.

A clinic fit out in Dubai coordinates clinical space planning and clinic interior design, the drawing sets for health authority layout approval, strip-out and demolition, partitions, ceilings and lighting, sealed infection-control finishes with coved skirtings, doors and wall protection, medical MEP covering room-by-room HVAC, drainage, isolated power and medical gas where it applies, sterilisation and clinical waste provision, specialist rooms such as dental operatories and imaging, bespoke clinical joinery including reception counters and nurse stations, the authority submissions, then commissioning, snagging and readiness for the pre-licensing inspection. The exact inclusions are confirmed after the site assessment and written into an itemised scope rather than assumed.

Halo prepares and coordinates the architectural and MEP drawing sets that the health authority layout approval is based on, manages the revisions a reviewer asks for, and runs the building permit and Civil Defence submissions that follow. The facility licence itself is issued in your name and depends on your scope of services, your clinical staff and your own documentation, so we work alongside you or your licensing consultant on that part rather than claiming to obtain it for you. Requirements differ between DHA jurisdiction and free zones such as DHCC, so the applicable route is confirmed for your premises at the site assessment.

The health authority comes first. After the landlord or building NOC, the clinic layout is submitted to the health authority for approval; that approval produces an inactive facility licence, and the inactive licence is the prerequisite for the Dubai Municipality building permit application. Civil Defence approval is required before construction begins, not after it finishes. Getting this order wrong is the single most common and most expensive delay on a Dubai clinic, because the permit application simply cannot be made without the licence that precedes it. Where the premises sit in a free zone, that zone’s authority issues the permit instead of the Municipality.

As an indicative market range, a single-specialty clinic of 50 to 100 sqm typically falls between AED 300,000 and AED 700,000, a multi-room or dental clinic of 100 to 200 sqm between AED 600,000 and AED 1.5 million, and a polyclinic or specialist centre from AED 1.5 million upward. Expressed as a rate, standard clinical rooms generally run around AED 150 to 300 per square foot, with specialist suites above that. Those are planning figures rather than a quotation. The actual clinic fit out cost depends on the room schedule your licensed scope of services requires, the specialty, whether the base-build HVAC can carry a clinical air strategy, how far drainage has to move, whether imaging and shielding are in scope, and the approval route that applies — so after the site assessment you receive an itemised proposal against a defined scope.

The programme covers survey, design and BOQ, health authority layout approval, the building permit and Civil Defence, construction, commissioning and inspection readiness. On most Dubai clinics the critical path is the approval sequence rather than the construction, because layout approval has to complete before the permit application can even be made. Design work can run in parallel with early submissions, and long-lead items such as clinical joinery, sealed flooring and specialist doors are ordered against the programme rather than after approval. Halo issues a dated programme once the premises, the specialty and the approval route are known rather than quoting one generic duration.

The health authority publishes facility guidelines with room data sheets and schedules of accommodation by facility type, and the layout is assessed against them. In practice a general clinic is expected to show reception, waiting, consultation rooms, treatment rooms where the scope requires them, sterilisation and clinical waste storage. Consultation rooms are normally expected around 12 to 15 sqm with their own dedicated handwash basin — a shared basin in the corridor does not satisfy the requirement. Dental units add a sterilisation area with a one-way dirty-to-clean workflow, X-ray provision and a compressor and vacuum plant room. The exact schedule depends on your specialty and licensed scope of services, so it is confirmed against the current guidelines at design stage.

Infection control drives the finishes schedule. Flooring is sealed and wipeable, carried up into a coved skirting at the wall junction rather than finished with an angle bead — that detail is one of the most commonly rejected items on inspection. Ceilings are flush systems that tolerate hospital-grade cleaning agents. Joints are sealed, worktops are seamless solid surface without open seams, and wall and door protection is set at the heights a trolley actually strikes. Antimicrobial surfaces are specified where the room type calls for them. Halo details all of this at drawing stage so the finish that is built is the finish that was approved.

A clinic is designed room by room rather than as one loop. Air-change rates and pressure relationships are set per room type — ASHRAE Standard 170 is the reference normally applied to healthcare ventilation — so that a treatment room, a sterilisation room and a waiting area each behave the way they are supposed to. Sterilisation, wet areas and clinical waste storage take dedicated extract. Where the base-build plant cannot carry a clinical air strategy, that is identified during the site assessment and before the design is fixed, rather than discovered at commissioning.

Yes, and a dental unit is one of the most services-intensive clinic types. Each operatory needs roughly 10 to 12 sqm of clear floor around the chair, with suction, compressed air, water, drainage, power and data brought to the exact position the chair manufacturer specifies before finishes close. The unit also needs a compressor and vacuum plant room with acceptable acoustic separation, a sterilisation area running a one-way dirty-to-clean workflow, and X-ray provision with the shielding the modality requires. Halo coordinates the chair templates with your supplier and sets the services out against them.

Yes, where it is in scope. Imaging rooms need lead-lined partitions and doors, shielded viewing panels, a control position designed into the layout, and floor loading checked against the machine weight. The shielding specification comes from a radiation physicist’s assessment for your specific equipment and the occupancy of every adjoining space, and Halo builds to that report and the equipment supplier’s installation template. None of it can be retrofitted without demolition, which is why the imaging room is resolved before the partitions go up.

Yes. Operating-clinic renovations are delivered in phases or zones, with separated patient and contractor routes, sealed hoarding, dust containment and negative pressure where required, protection of finished areas, and out-of-hours or overnight working where the building permits it. Any isolation of power, water, medical gas, network or fire systems is planned with your practice manager in advance. The right approach depends on the unit, the appointment book, the building rules, your own infection-control policy and the agreed scope, so it is confirmed at the site assessment rather than promised in advance.

Yes. Where the premises sit in a free zone — DHCC, Trakhees, DDA or DIFC among them — that authority handles the building permit instead of Dubai Municipality, and it applies its own submission format, contractor registration and inspection process. The clinical requirements around layout, infection control and engineering do not change. The applicable route, and what it requires from a contractor, is confirmed for your specific premises before the programme is fixed.

Halo delivers the built environment the equipment lands in — the services set out to the manufacturer’s template, isolated and clean electrical circuits, drainage and gas where they apply, floor loading provisions, the clearances in the layout and the containment for data and imaging. Equipment is normally supplied under your own agreement with the manufacturer or distributor, and we coordinate delivery slots, access routes and the installation window into the programme so the build and the equipment arrive in the right order.

Services are tested and commissioned, the snag list is worked through and re-inspected, the facility is deep-cleaned to a clinical standard, and the built clinic is checked against the approved drawings. You receive the handover pack — as-built information where applicable, warranties, commissioning records, operating documentation and access details — followed by a walkthrough with your team and the agreed aftercare period, so the facility is ready for the regulator’s pre-licensing inspection rather than simply finished.

Halo delivers clinic interior design and fit out across Dubai, including Dubai Healthcare City, DIFC, Dubai Science Park, JLT, Business Bay, Sheikh Zayed Road, Al Barsha, Deira and Al Rigga, Jumeirah and Umm Suqeim, Dubai Marina and JBR, JVC and Dubai Hills Estate. Each building carries its own fit-out guide, NOC process, access rules and permitted working hours, and each jurisdiction carries its own permit route, so both are confirmed for your specific premises rather than assumed from the district.

Confirm they have taken a clinic through layout approval before, that they know the approval order — layout approval and the inactive licence precede the building permit — who designs the room-by-room air strategy, whether the infection-control details are drawn rather than assumed, who actually manufactures the reception and clinical casework, and whether payments are tied to inspected milestones. The checklist on this page sets out why each question matters and how Halo answers it.
