Electrical Installation & DEWA Coordination

Electrical contracting is the trade most often subcontracted twice before anyone picks up a tool, and it is the one where that shows. Halo carries out the full electrical scope in-house — distribution boards and sub-mains, containment and small power, lighting circuits and controls, earthing and bonding, and the load calculations behind them. Where the works touch the supply, the drawings go through DEWA rather than around it, and the installation is built to be inspected rather than to be concealed.

HVAC Installation, Ducting & Ventilation

Dubai runs its air conditioning eleven months a year, so an HVAC installation that was sized optimistically does not fail quietly — it fails in July. Halo installs split, ducted split, VRF and VRV systems and chilled-water fan coil units, with rectangular and spiral ductwork fabricated to the coordinated drawing, insulated, supported and balanced. Fresh air and extract are designed alongside the supply rather than added once the ceiling is closed, which is where most retrofit ventilation problems begin.

Plumbing, Drainage & Water Systems

Plumbing is decided by gradients and access, and both are settled before the screed goes down. Halo installs hot and cold water distribution, soil and waste, condensate drainage, water heaters and pumps, and pressure-tests every run before it is buried. Where a fit-out moves a wet area — a new pantry, a relocated WC, a treatment room that needs its own basin — the drainage route is confirmed against the existing stack on site rather than assumed from the landlord drawing, because the landlord drawing is frequently wrong.

AC Installation & Replacement

An AC installation in Dubai is a load calculation before it is a unit selection. Room volume, glazing area and orientation, occupancy, equipment gain and the fresh-air requirement set the duty; the unit follows from the duty. Halo handles supply and installation of new systems, one-for-one replacement of end-of-life plant, refrigerant pipework and condensate runs, condenser positions and the electrical supply that feeds them, then commissions and balances the system rather than switching it on and leaving.

Mechanical Systems & Chilled Water

On a tower unit the mechanical scope is usually chilled water rather than refrigerant: fan coil units, two-port and balancing valves, strainers, insulated pipework on trapeze hangers, condensate falls and the interface with the building’s district cooling supply. That interface is a commercial boundary as much as a technical one, and getting the connection, the BTU metering position and the landlord’s conditions confirmed early is what stops a fit-out stalling two weeks before handover.

Fire Protection & Life Safety Interfaces

A fit-out almost never leaves the base-build fire systems alone. Move a wall and you have moved a sprinkler head, a detector and probably an emergency light. Halo handles sprinkler head relocation and extension, detection and alarm device positions, emergency lighting and exit signage, fire dampers where ductwork crosses a compartment line, and the fire-stopping of every service penetration — then puts the amended drawings through Civil Defence rather than hoping the change goes unnoticed at inspection.

Containment, Data & Low-Current Systems

Low current is where a project quietly loses its programme, because it is nobody’s trade and everybody’s dependency. Halo installs the containment, trunking and conduit that carry data, access control, CCTV, intercom and AV, sets out the comms room and its power and cooling, and pulls and terminates structured cabling where it is in scope. Active hardware is normally supplied by your own IT vendor — what matters is that the routes, the containment capacity and the comms room are right before the ceilings close.

MEP Design, Drawings & Coordination

Most MEP disputes are drawing disputes. Halo produces the MEP design and shop drawings for the works we build — load and cooling calculations, single-line diagrams, duct and pipe layouts, and the coordinated services drawing that resolves ceiling void congestion before three trades arrive to occupy the same 300 millimetres. Where you already hold a consultant’s design, we work to it and flag the clashes, which is a shorter and cheaper conversation on a drawing than it is on a scaffold.

Testing, Commissioning & Handover

An MEP installation is not finished when it is installed; it is finished when it is proven. Halo carries out insulation resistance, earth loop and RCD testing on the electrical works, pressure and flow testing on pipework, air balancing and flow measurement at every diffuser, and functional testing of controls and life-safety interfaces. You receive the test results, the as-built drawings and the O&M documentation — which is also what the building, the authority and your next contractor will ask for.

Replacement compressors, coils and major components, refrigerant top-up beyond the contract allowance, and works arising from third-party damage.

Number and type of units, visit frequency, whether the contract is comprehensive or non-comprehensive, and whether out-of-hours attendance is required.
  • Every figure above is an indicative planning range, not a quotation. Your number comes from a scope priced against your premises, your drawings and the capacity the existing installation actually has.
  • Ranges are stated exclusive of VAT, which is applied at the prevailing UAE rate.
  • DEWA connection, capacity-upgrade and Civil Defence fees are payable in your own name and sit outside the contract value.
  • Rates assume normal working hours. Buildings that restrict MEP works to evenings or weekends carry a programme and cost premium, and many Dubai towers do.
  • A site assessment is required before we issue a price, because spare DB capacity, ceiling void depth and existing drainage positions are the three largest unknowns on any Dubai unit — and all three are routinely wrong on the landlord drawing.

What Moves the Cost on an MEP Package

MEP cost in Dubai is driven by the cooling load your glazing, orientation and occupancy actually produce, whether the existing distribution board has spare capacity or the load increase triggers a DEWA application, how far wet areas move from the existing drainage, how congested the ceiling void already is, the system type the layout justifies, and the working hours the building permits.

That is why the ranges above are a starting point rather than an answer. After the site assessment you receive an itemised proposal against a defined scope, with commissioning and fire-stopping stated explicitly, so you can compare it line by line with any other MEP contractor in Dubai.

Floor area and outlet density

Square footage sets the ductwork and pipework; the number of power, data and lighting points sets the electrical. They do not scale together.

Cooling load and system type

Glazing, orientation, occupancy and equipment gain set the duty. A VRF system, a ducted split and a chilled-water FCU solution to the same duty carry very different costs.

Existing supply and DB capacity

Whether the incoming supply and distribution board can carry the new load — or whether the load increase triggers a DEWA application — is often the largest single variable.

Distance to drainage

Every new wet point needs a route to the stack at a workable gradient. Reusing a drainage position is inexpensive; moving one across a floor plate is not.

Ceiling void depth and congestion

A shallow or already-crowded void forces smaller duct sections, more offsets and more coordination time, and sometimes a different system type entirely.

Working hours the building permits

Towers that restrict noisy or hot works to evenings and weekends stretch the programme and change the rate. This is confirmed with building management, not assumed.

How Long Does an MEP Installation Take?

The phase ranges below are what we plan against on a Dubai MEP package. On most projects the critical path is procurement rather than installation — VRF outdoor units, switchgear and bespoke ductwork carry the longest lead times, which is why ordering starts as soon as the design is fixed. You receive a dated programme once the premises, the system type and the building’s access rules are confirmed.

    Premises walkthrough, existing services, DB capacity, void depth and building rules.

  2. MEP design, drawings and BOQ
    2 – 4 weeks

    Load and cooling calculations, layouts, coordinated services drawing and pricing.

  3. DEWA, Civil Defence and building permits

  4. Procurement and long-lead plant
    2 – 8 weeks

Phases overlap. Procurement runs alongside approvals, and second fix begins before first fix finishes across the whole floor — the sum of the ranges above is not the project duration.

Handing a contractor your electrical supply, your cooling and your drainage is a question of trust, and most of it will be concealed behind a ceiling within weeks. These are the commitments that sit around the work itself.

Written scope before mobilisation

A line-by-line MEP scope with stated inclusions and exclusions is signed before anyone accesses your unit — including who owns the fire dampers, the fire-stopping and the commissioning, which is where comparable quotes stop being comparable.

Milestone-based payments

Payments are staged against defined, inspected milestones — first fix complete, plant installed, commissioning witnessed — rather than calendar dates, so you are never paying substantially ahead of the installed work.

One person owns the MEP package from survey to handover, coordinates every trade, permit and delivery slot, attends the inspections, and is the number you call.

Submissions made as a licensed contractor

Halo submits as a licensed contractor, so DEWA, Civil Defence and building management receive documentation in the format they require the first time rather than returning it.

Proven by test, not by assurance

Insulation resistance, earth loop, RCD, pressure and airflow results are recorded and issued. A system that has been balanced and measured is a different thing from a system that has been switched on.

Reachable after handover

The project team remains contactable for defects, and the same engineers can carry the installation into a maintenance contract. Halo has been working in Dubai since 1996 and is not difficult to find.

AC Maintenance Contracts & Planned Maintenance in Dubai

Halo is a contractor rather than a callout service, so our AC maintenance work is scheduled rather than reactive. A planned maintenance contract puts an engineer in front of your equipment on a fixed frequency, records how it is performing, and finds the blocked drain or the fouled coil in March instead of during the first forty-five degree week of the year. Contracts cover single premises or a portfolio of units across Dubai.

Scheduled PPM Visits, Not Callouts

Planned preventive maintenance on a fixed frequency — commonly quarterly for offices and retail, monthly for kitchens and high-load areas — so faults are found on a visit rather than on the hottest afternoon of the year.

Filters, Coils, Drains and Airflow

Filter cleaning and replacement, evaporator and condenser coil cleaning, condensate tray and drain-line clearing, and airflow checks at the diffusers. Blocked drains and dirty coils cause most of the failures we are called to.

Performance Logged Every Visit

Supply and return temperatures, pressures, running current and controls operation are recorded, so a unit that is degrading is visible in the log before it stops working.

Electrical Maintenance Included

Distribution board inspection, thermal checks on terminations, RCD testing and emergency lighting function tests can sit in the same contract as the AC scope rather than under a separate provider.

Why the MEP Package Decides a Dubai Project

MEP is the least visible part of a fit-out and the part most likely to decide whether it works. On most projects it is doing several jobs at once.

Lower running cost for eleven months a year

Dubai cooling is the largest line on most commercial utility bills. A system sized to a real load, ducted without unnecessary resistance and actually balanced costs materially less to run than one that was guessed at.

Pass the inspection the first time

Earthing, fire-stopping, damper positions and emergency lighting are what an inspector looks for. They are inexpensive to build correctly and expensive to open a finished ceiling to correct.

A space that holds temperature in August

Most complaints about a Dubai fit-out arrive in summer and are about temperature. Load calculation, diffuser positions and air balancing are what decide whether the far corner of the floor is usable.

Ceilings that close on programme

Ceiling void congestion is the most common cause of a fit-out losing weeks. Coordinating duct, pipe, tray and sprinkler on a drawing costs a day; discovering the clash on a scaffold costs a fortnight.

MEP Approvals, DEWA Compliance and Civil Defence Requirements in Dubai

Approval requirements vary by building, jurisdiction and the nature of the works, and they are sequential — each stage depends on the one before it. Halo identifies the route that applies to your premises before the programme is confirmed. The stages below describe how MEP approvals normally run in Dubai; they are not a substitute for the current published requirements, which the authorities can and do revise.

Building NOC and contractor registration

Dubai towers and communities require a No Objection Certificate from building management before MEP works start, and most maintain a list of contractors permitted to work on site. Access permits, working hours, lift bookings, hot-work permits and insurance certificates are confirmed before mobilisation rather than discovered on the first morning.

DEWA submissions, load and metering

Where the works increase the connected load, alter the incoming supply or change the metering arrangement, drawings and calculations are submitted to DEWA and the installation is inspected. A DEWA-approved contractor submits documentation in the format the authority expects, which is the difference between one review cycle and three.

Civil Defence for fire and life safety

Any change to sprinkler coverage, detection, emergency lighting, exit routes or compartmentation requires amended fire drawings approved before the work is done, not after. Fire dampers where ductwork crosses a compartment line and fire-stopping at every service penetration are inspection items in their own right.

Testing, commissioning and documentation

Electrical test results, pressure test records, air balancing sheets and functional test records close the works out, alongside as-built drawings and O&M manuals. This documentation is what the building, the authority and any future contractor will ask you for, and it is part of the scope rather than an extra.

What to Check Before Hiring an MEP Contractor in Dubai

There are a great many MEP contractors in Dubai and a much smaller number who employ the engineers who will actually do the work. These are the six questions worth asking every one of them — including us.

Do they employ their own MEP engineers, or place the whole scope out?

Many MEP contractors in Dubai win the work and subcontract all of it. You then have a commercial relationship with one company and a technical relationship with another, and neither will own a clash.

Is commissioning in the quote, or excluded from it?

Air balancing and electrical testing are the easiest lines to leave out to make a number look competitive, and their absence is invisible until the system underperforms and nobody can prove why.

Who owns the fire dampers and the fire-stopping?

These sit on the boundary between the MEP contractor, the fit-out contractor and the building’s fire contractor. When nobody has priced them, they are found at the Civil Defence inspection.

Have they checked the existing DB capacity, or assumed it?

A quote produced without a site visit assumes spare ways and spare capacity. If the board is full or the supply is short, the variation arrives after you have already committed.

Can they submit to DEWA and Civil Defence themselves?

A contractor who has to route submissions through a third party adds a fee, a delay and a layer between you and the reviewer’s comments.

Will the same team maintain what they installed?

An installer who disappears at handover leaves the next engineer to reverse-engineer the system from scratch, usually during a failure.

Straight answers to the questions Dubai clients ask before appointing an MEP and HVAC contractor.

MEP stands for mechanical, electrical and plumbing — the three service disciplines that make a building work. In Dubai the trade licence term is normally electromechanical contracting. On a fit-out that means the air conditioning and ventilation, the electrical distribution, lighting and small power, the water supply and drainage, and the fire and life-safety interfaces the layout affects. Halo delivers all of it in-house and coordinates it with the fit-out, rather than pricing the package and placing it with a subcontractor.

As a planning figure, the MEP package on a standard commercial fit-out generally runs between AED 90 and 180 per square foot, rising to AED 180–350 for high-spec or clinical premises. The three things that move it most are whether the existing distribution board has spare capacity, how far wet areas move from the existing drainage, and how much ceiling void depth you have to route services through. All three are confirmed on site before we price, because the landlord drawing is frequently wrong about all three.

Yes. A large share of our work is delivering a design someone else produced, as an MEP subcontractor to a main contractor or directly to a client. We work to the issued drawings, produce the shop drawings and coordinated services drawing, and raise clashes formally rather than solving them silently on site — which is what keeps the as-built matching the design.

A wall-mounted split serves one room from one outdoor unit and is the cheapest to install. A ducted split hides the indoor unit in the ceiling void and distributes air through ductwork to several diffusers, which looks better and controls a larger area from one thermostat. A VRF or VRV system runs many indoor units from one outdoor unit with independent control and much better part-load efficiency, and is normally the right answer above roughly four or five zones. The load calculation and the layout decide which one is appropriate — not the price list.

On a typical Dubai commercial fit-out, first fix through commissioning runs six to fifteen weeks depending on floor area and system type, with design and approvals ahead of it. The item most likely to set the critical path is not the installation but the long-lead plant — VRF outdoor units, switchgear and bespoke ductwork — which is why procurement starts as soon as the design is fixed rather than when site works begin.

Yes. We provide scheduled planned preventive maintenance rather than emergency callouts — commonly quarterly for offices and retail and monthly for commercial kitchens and high-load areas. A visit covers filters, coil cleaning, condensate and drain lines, refrigerant and electrical checks and performance logging, with a written report each time. Electrical maintenance can sit in the same contract. Contracts are written around single premises or a portfolio of units across Dubai.

Almost always because the system was installed but never balanced. Air takes the path of least resistance, so diffusers close to the fan coil unit over-deliver and the far end of the run is starved. It can also be a load calculation that ignored solar gain on a glazed elevation, or a partition added later that now blocks a return path. A survey with airflow measurement at each diffuser identifies which of the three it is, and balancing dampers usually resolve it without replacing plant.

If the works change sprinkler coverage, detection, emergency lighting, exit routes or compartmentation, then yes — and the amended fire drawings are approved before the work is carried out, not after. Moving a single wall usually moves a sprinkler head, a detector and an emergency light, so this applies to far more fit-outs than clients expect. Halo prepares the drawings and coordinates the submission.

Yes, and most of our upgrade work is in occupied premises. Works are phased by zone, noisy and hot works are moved into the hours the building permits — many Dubai towers restrict them to evenings and weekends — and services are isolated in planned, notified windows rather than opportunistically. The programme and the rate both reflect the access the building actually allows, which is confirmed with building management before we price.

As-built drawings, electrical test certificates covering insulation resistance, earth loop and RCD testing, pressure test records for pipework, air balancing sheets showing measured flow at each diffuser, functional test records for controls and life-safety interfaces, and O&M manuals with equipment data and maintenance schedules. This is the file the building, the authority and any future contractor will ask you for.
